Since then, Ghana has held a series of fiercely contested elections, including several closely fought ones that have sparked much less partisan turmoil over the outcomes compared to, for instance, the United States. This has transformed Ghana into a model endorsed and championed by Washington, illustrating democracy worthy of replication by neighboring African nations in a region where democratic practices, historically volatile, have faced numerous challenges in recent years.
Throughout the years, Ghana and its democratic achievements have consistently earned it favor from institutions like the World Bank and the International Monetary Fund (IMF), which are largely influenced by Western powers, including the United States. It appears that the lack of enduring progress in Ghana's national prospects, despite economic policy guidance and financial aid packages, hasn't been a significant concern for them. To admit this would be to acknowledge the fundamental flaws in their approach to global development.
In recent times, this impact has been evident in the Ghanaian parliament's effective advocacy for the passage of a disturbing bill criminalizing individuals who identify as LGBTQ. This bears resemblance to evangelical influence seen in conservative states like Florida, where lawmakers have enacted legislation limiting the use of personal pronouns in public schools and banning gender-affirming care for minors, among other measures targeting LGBTQ residents. In Ghana, conservative Christian factions were joined by conservative Muslims and traditional leaders in endorsing the new legislation.
The consequences of this could be devastating. The U.S. State Department has expressed its strong disapproval of the bill and warned that its adoption would harm bilateral relations as well as damage Ghana’s economy and international reputation. The World Bank and IMF have also suggested that their aid and loan packages might have to be reconsidered—and European Union countries could react similarly.
The issue of LGBTQ rights is equally significant in both the U.S. and Ghana from a domestic political standpoint. At some imminent juncture, it may compel both nations to confront unforeseen challenges that their leaders have not yet contemplated nor are adequately prepared to address.
